Human Resource Management Department

Develop, review and or update human resource management policies and procedures and ensure they are effective, efficient, fair and transparent; • Develop, review and or update human resource policies and procedures for recruitment and management of HoR staff; • Develop standards and assessment tools for use in all recruitment and selection process for all job groups in the secretariat; • Ensure a complete orientation package is in place and that all staff is oriented on time; • Review the functions and organizational structure and align them to the mandate and mission of the HoR; • Determine staffing requirements on the basis of the proposed structure and undertake rationalization of existing staff on basis of the new organizational structure; • Recommend placement of existing staff in departments and sections of the new structure that ensures their enhanced productivity; • Recruit new and scheduling of contract extensions, new contracts, and necessary terminations in collaboration with Secretary General Office; • Monitoring the human resources management policies, procedures, guidelines, legislation and regulations in line with the mandate of the HoR Secretariat; • Implementation of the five (5) year strategic plan and budget in the Human Resource Management Section;

Formulate and review strategies and policies for Training and Staff Development in the Public Service; • Advising on Human Resource Development policies and regulations; • Identify core training needs of the Staff in line with HoR Strategy objectives and goals and coordinating the implementation of the capacity building programs; • Conducting and facilitating trainings; • Monitoring and evaluation of training programmes in collaboration with Planning & International Coordination Department; • Coordinating internship programmes; • Budgeting for training; • Training and re-training of staff of the HoR; • Designing of training programmes (local/foreign) for the staff of the in collaboration with Planning & International Coordination Department; • Manage the capture of impact assessments on training undertaken by staff in the HoR to determine output on the service delivery; • Processing of request for in-service and part-time courses; • Examination/analysis of proposal for workshops and seminars submitted by approved Training Institutions/Consultancy outfits; • Evaluation of reports on training/workshops attended by staff of the HoR; • Monitoring the performances of staff on in-service/part-time courses in Training Centers and other institutions of higher learning; • Serving as a solid bridge between the HoR and approved training institutions within local and outside the country;

Developing the framework for institutional and staff performance management including staff appraisal and performance contracts/agreements; • Develop, review and or update performance and appraisal management policies, procedures and guidelines to ensure that they are adequate; • Develop and implement Results Based Management Performance Framework that linking national goals with HoR’ s vision, mission, mandate, core values and departmental functions with clear employee’s competence and behavioral based performance indicators; • Sensitizing the HoR Staff on the objectives of the Results Based Management Performance Framework; • Supporting the secretariat to prepare employee’s individual action plan clearly specifying the key results they expect to deliver over the annual planning cycle; • Overseeing the submission of employees’ performance reports and undertaking of required amendment to performance contracts; • Reviewing, developing and issuing HoR’s performance appraisal guidelines; • Monitoring Staff performance and appraisal policies, procedures, guidelines, legislation and regulations in line with the roles and responsibilities of secretariat; • Supervise and give guidance to the staff of the HoR in the performance of their duties;

Coordinating the formulation of rules, guidelines and regulations governing the appointment and promotion of Secretariat Staff; • Implementing rules and regulations of appointment and promotion in the Secretariat Staff; • Ensure that appointment and promotion procedures and staff records conform to prevailing legislation; • Coordination and setting up the selection panels responsible for making appointments and promotions; • Administer health and welfare benefits, and coordinate retirement and disability claim processing according to the policy of the Parliament • Follow up and record the presence and absence of the MPs and staff and coordinate with Secretary General Office; • Administer staff leave, benefits, and retirement in coordination with Secretary General Office; • Ensure full coordination with the Secretary General Office and submit the monthly required documents in timely manner;

Understand the health and safety responsibilities of MPs, Staff, Advisors and personnel within the HoR; • Prepare and implement personnel health & safety management policies and procedures to ensure that everyone in the workplace is aware of his/her responsibilities; • Prevent work related injuries and illnesses; • Foster a workplace safety culture in which Honorable Members and their staff work together to ensure workplace safety; • Ensure that Health & Safety measures are practiced and enforced to maintain as possible a safe and secure working environment for MPs and staff in collaboration with Security & Protocol Department; • Ensure that all MPs and staff understand individual and collective responsibilities for safety and security; • Establish administrative procedures that encourage employees to report unsafe conditions and unsafe practices without fear of being disciplined; • Develop appropriate hiring, training and performance appraisal practices in terms of health & safety; • Ensure that the health and safety policies and procedures conform with the applicable occupational health and safety legislation and accepted best practices in similar organizations; • Establish procedures for enforcing institutional safety rules; • Help reduce costs associated with losses due to absenteeism injuries, Workers' Compensation, disability, and health care; • Maintain records of injuries, illnesses and workers’ compensation; • Coordinate first aid training and the provision of first aid to Honorable Members and staff and provide advice to HoR in matters of occupational health and safety
